WHY SHOULD WE MAINTAIN 450 MPS WHEN ONLY ONLY 70 MPS ARE COMMITED

 
Only 70 Mps attend parliament out of 450 Mps in Uganda

One of  the secrets behind Gaddafi's  prosperous reign in Libya was the less than 10 members commit which he relied on to make decisions for the entire country of Libya. It was not poverty that cause the overthrow of Gaddafi, not at all. Libya had a well managed and domestically funded system which catered for the needs of every resident.  This was because it was easy to reach an agreement among the few members involved in decision making.

I believe that, it was not intended for every member of parliament to speak in every seating BUT every member of parliament was expected to ensure that whatever is approved in parliament for their particular jurisdiction, those particular members were the ensure that those projects are perfectly fulfilled. An mp now days leaves a stagnant road constructions in his/her constituency and travels hundreds of miles to strike for a useless cause

  How do you expect these honorable members to debate policies that will ease the taxation burden laid on the struggling Ugandan when over 130 billion shillings every year is needed to be spent on their salaries? I believe they are very aware that every new tax they pass ends up on the same location.
A local trader or retailer every year pays a trading license of quarter a million shillings, an income tax for which it will require the trader to take a loan to pay it, because it's a must, you have to present it before you receive a trading license. A property tax which is intended for the land lord but also ends up on the same trader. This is simply because the tax collectors have to close the shops for these traders in order to collect this tax. A 5 % tax increase on fuel which results into a 30% increase on the transportation charges paid by the same trader. Over 18% increase on power chases paid by this trade on every yaka purchase made. An increased tax on schools which results into hiked school fees hence the tax effect ending up on the same trader and so on.
  When will they stop wasting time on vague issues and begin tackling issues on better accommodation, affordable power charges, domestic business incentives, and how to increase the domestic product. How can a nation regarding agriculture as a backbone lack a single government owned farm.
